TL;DR; Can I make an old #TV smart with #FOSS and an #SBC?

I've got a cheap but decent 720p TV set.
I don't intend to watch cable TV or anything like that, but it'd be nice to be able to play YouTube or other video streaming platforms on it, or play music from storage, without using a laptop every time. I wonder if there's any #opensource OS or package that'd run on a low power or single-board computer and provide a web interface in local network so I could command it from a smartphone?
